THE STANDING SENATE COMMITTEE ON INDIGENOUS PEOPLES

The Standing Senate Committee on Indigenous Peoples met in camera this day at 6:46 p.m., in room C128, Senate of Canada Building, the chair, the Honourable Brian Francis, presiding.

Members of the committee present: The Honourable Senators Arnot, Boniface, Francis, Greenwood, Hartling, LaBoucane-Benson, Martin, Patterson (Nunavut) and Tannas (9).

Other senators present: The Honourable Senators Dupuis, McCallum and Prosper (3).

Participating in the meeting: Allison Lowenger and Sara Fryer, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, March 3, 2022, the committee continued its examination of the federal government’s constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Métis peoples and any other subject concerning Indigenous Peoples.

Pursuant to rule 12-16(1)(d), the committee discussed in camera a draft agenda (future business).

It was agreed that the committee allow the audio recording of the in camera portion of today's meeting, that a copy be kept with the clerk of the committee for consultation by committee members or staff, and that the audio recording be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

It was agreed that the chair be authorized to present a motion in the Senate requesting a complete and detailed response from the government to the committee’s 12th report entitled On the Outside Looking In: The Implementation of the Cannabis Act and its effects on Indigenous Peoples.

At 7:26 p.m., the committee suspended.

At 7:44 p.m., the committee resumed in public

Pursuant to the order of reference adopted by the Senate on Thursday, May 4, 2023, the committee continued its examination of Bill C-29, An Act to provide for the establishment of a national council for reconciliation.

Department of Justice Canada:

Seetal Sunga, Senior Counsel, Legal Services.

The minister made a statement and, together with Mary-Luisa Kapelus and Seetal Sunga, answered questions.

At 8:43 p.m., the committee adjourned to the call of the chair.
