The Standing Senate Committee on Indigenous Peoples met this day at 6:45 p.m., in room C128, Senate of Canada Building, the chair, the Honourable Brian Francis, presiding.

Members of the committee present: The Honourable Senators Coyle, Francis, Greenwood, Martin, McNair, Prosper, Sorensen and White (8).

Other senators present: The Honourable Senator Audette (1).

Participating in the meeting: Sara Fryer and Antoine Csuzdi-Vallée, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, February 29, 2024, the committee continued its consideration of Bill S-16, An Act respecting the recognition of the Haida Nation and the Council of the Haida Nation.

APPEARING:

The Honourable Gary Anandasangaree, P.C., M.P., Minister of Crown-Indigenous Relations.

WITNESSES:

Crown-Indigenous Relations and Northern Affairs Canada:

Martin Reiher, Senior Assistant Deputy Minister;

Paul Dyck, Federal Negotiations Manager.

Department of Justice Canada:

Bruce Hamilton, Legal Counsel (by videoconference);

Tanya Punjabi, Legal Counsel (by videoconference).

The minister made a statement and, together with Martin Reiher, Tanya Punjabi and Paul Dyck, answered questions.

At 7:32 p.m., the committee suspended.

At 7:37 p.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-16.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry.
