Pursuant to the order of the Senate of May 5, 2022, the Standing Senate Committee on Energy, the Environment and Natural Resources met this day in room W110, 1 Wellington Street, and with videoconference, at 11:55 a.m. ET, the chair, the Honourable Paul J. Massicotte, presiding.

Members of the committee present by videoconference: The Honourable Senators Anderson, Galvez, McCallum, Patterson, Seidman and Sorensen (6).

Members of the committee present: The Honourable Senators Arnot, Massicotte and Miville-Dechêne (3).

Other senators present: The Honourable Senator Kutcher (1).

Participating in the meeting: Martine Willox, Legislative Clerk and Louise Martel, Administrative Assistant, Committees Directorate; Jesse Good and Wu DiYing, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, April 7, 2022, the committee continued its examination of Bill S-5, Strengthening Environmental Protection for a Healthier Canada Act.

Chief Kukpi7 Judy Wilson and National Chief Elmer St. Pierre each made a statement and, together with Victor Odele, Graeme Reed and Joshua McNeely, answered questions.

At 12:46 p.m., the committee suspended.

At 12:51 p.m., the committee resumed.

Karen G. Wristen and Robert (Galagame’) Chamberlin each made a statement and answered questions.

At 1:29 p.m., the committee adjourned to the call of the chair.
