The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 6:32 p.m., in room B30, Senate of Canada Building, the chair, the Honourable Rosa Galvez, presiding.

Members of the committee present: The Honourable Senators Anderson, Arnot, Galvez, McCallum, Sorensen and Verner, P.C. (6).

Participating in the meeting: Sam Banks and Jesse Good, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, April 27, 2023, the committee began its consideration of the subject matter of those elements contained in Divisions 20 and 36 of Part 4 of Bill C-47, An Act to implement certain provisions of the budget tabled in Parliament on March 28, 2023.

WITNESSES:

Department of Justice Canada:

Tom Isaac, Senior Counsel.

Laura Farquharson, Director General, Legislative and Regulatory Affairs;

Paola Mellow, Executive Director, Low Carbon Fuels Division.

Georgina Lloyd made a statement and, together with Alain Therriault and Tom Isaac, answered questions.

At 7:26 p.m., the committee suspended.

At 7:30 p.m., the committee resumed.

Laura Farquharson made a statement and, together with Paola Mellow, answered questions.

At 8:23 p.m., the committee adjourned to the call of the chair.
