The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 9:15 a.m., in room B30, Senate of Canada Building, the chair, the Honourable Rosa Galvez, presiding.

Members of the committee present: The Honourable Senators Arnot, Galvez, MacDonald, McCallum, Miville-Dechêne, Sorensen, Wells and White (8).

Participating in the meeting: Mireille K. Aubé, Procedural Clerk, Committees Directorate; Jesse Good, Analyst, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, October 26, 2023, the committee continued its examination of Bill S-14, An Act to amend the Canada National Parks Act, the Canada National Marine Conservation Areas Act, the Rouge National Urban Park Act and the National Parks of Canada Fishing Regulations.

APPEARING:

The Honourable Steven Guilbeault, P.C., M.P., Minister of Environment and Climate Change.

WITNESSES:

Adeline Salomonie, Director, Marine and Wildlife.

Canadian Association of Physicians for the Environment:

Dr. Melissa Lem (by videoconference).

Parks Canada:

Andrew Campbell, Senior Vice-President, Operations;

Jewel Cunningham, Vice-President, Strategic Policy and Planning.

As an individual:

Ryan Norris, Professor, Department of Integrative Biology, University of Guelph (by videoconference).

Adeline Salomonie, Ryan Norris and Melissa Lem each made a statement and answered questions.

At 9:56 a.m., the committee suspended.

At 10:16 a.m., the committee resumed.

The minister made a statement and, together with Andrew Campbell and Jewel Cunningham, answered questions.

At 11:17 a.m., the committee adjourned to the call of the chair.
