The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 9:02 a.m., in room B30, Senate of Canada Building, the chair, the Honourable Paul J. Massicotte, presiding.

Members of the committee present: The Honourable Senators Anderson, Arnot, Dean, Massicotte, McCallum, Robinson, Sorensen, Verner, P.C., and Wells (Newfoundland and Labrador) (9).

Participating in the meeting: Jesse Good and Avalon Jennings, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 1, 2024, the committee continued its examination of Bill C-76, An Act to amend the Canada National Parks Act.

WITNESSES:

Confederacy of Treaty Six First Nations:

Kayli Avveduti, Executive Director (by videoconference).

Aseniwuche Winewak Nation:

Lauren Moberly, Member, Jasper Indigenous Forum (by videoconference).

Canadian Parks and Wilderness Society:

Chris Rider, National Director, Conservation.

Parks Canada:

Jewel Cunningham, Vice-President, Strategic Policy and Planning;

Kerry Buckley, Executive Director, Real Property & Asset Portfolio Management;

Norman Shields, Manager, Legislative and Regulatory Initiatives.

Kayli Avveduti, Lauren Moberly and Chris Ryder each made a statement and answered questions.

At 9:42 a.m., the committee suspended.

At 9:45 a.m., the committee resumed.

Jewel Cunningham answered questions.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-76.

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that observations be appended to the committee's report.

After debate, it was agreed that an observation proposed by the Honourable Senator Arnot be appended to the committee's report.

After debate, it was agreed that an observation proposed by the Honourable Senator Robinson be appended to the committee's report.

After debate, it was agreed that an observation proposed by the Honourable Senator Wells (Newfoundland and Labrador) be appended to the committee's report on the following vote:

It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report, in both official languages, taking into consideration this meeting's discussions, and with any necessary editorial, grammatical or translation changes as required.

It was agreed that the chair report Bill C-76, without amendment and with observations, to the Senate, in both official languages.

At 10:48 a.m., the committee adjourned to the call of the chair.
