The Standing Senate Committee on Legal and Constitutional Affairs met this day at 11:50 a.m., in room B30, Senate of Canada Building, the chair, the Honourable Mobina S. B. Jaffer, presiding.

Members of the committee present: The Honourable Senators Audette, Batters, Clement, Cotter, Dalphond, Jaffer, Oudar, Pate, Simons and Tannas (10).

Participating in the meeting: Iryna Zazulya and Michaela Keenan-Pelletier, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, May 9, 2024, the committee continued its consideration of the subject matter of those elements contained in Divisions 29, 30, 35, 36, 43 and 44 of Part 4, and in Subdivisions B and C of Division 34 of Part 4 of Bill C-69, An Act to implement certain provisions of the budget tabled in Parliament on April 16, 2024.

Eric Ferron, Director General, Criminal Investigations Directorate.

Canadian Association of Black Lawyers:

Theresa Donkor, Member, Criminal Justice and Police Reform Committee (by videoconference).

Canadian Civil Liberties Association:

Shakir Rahim, Director, Criminal Justice Program (by videoconference).

As an individual:

Vince Calderhead, Lawyer, Pink Larkin (by videoconference).

Eric Ferron, Theresa Donkor, Shakir Rahim and Vince Calderhead each made a statement and answered questions.

The committee considered a draft report.

At 12:47 p.m., the committee suspended.

At 12:50 p.m., the committee resumed.

At 1:19 p.m., the committee suspended.

At 1:21 p.m., the committee resumed.

After debate, it was agreed that the report recommend that the Senate approve the provisions of those elements contained in Divisions 29, 30, 35, 36, 43 and 44 of Part 4, and in Subdivisions B and C of Division 34 of Part 4 of Bill C-69, An Act to implement certain provisions of the budget tabled in Parliament on April 16, 2024, on division.

It was agreed that the approval of the final version of the report, in both official languages, be delegated to the Subcommittee on Agenda and Procedure, taking into consideration today’s discussions, and that the chair deposit the report with the Clerk of the Senate.

At 1:29 p.m., the committee adjourned to the call of the chair.
