Pursuant to the order of the Senate of March 31, 2022, the Standing Senate Committee on Legal and Constitutional Affairs met this day in room C128, Senate of Canada Building, and with videoconference, at 4:14 p.m. ET, the deputy chair, the Honourable Pierre-Hugues Boisvenu, presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Campbell, Clement, Cotter, Dalphond, Harder, P.C., Pate and Patterson (9).

Members of the committee present by videoconference: The Honourable Senators Dupuis, Jaffer, and Wetston (3).

Other senators present by videoconference: The Honourable Senator Carignan, P.C. (1).

Participating in the meeting: Ferda Simpson, Procedural Clerk and Laurie-Anne Spooner, Administrative Assistant, Committees Directorate; Julian Walker and Michaela Keenan-Pelletier, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, March 31, 2022, the committee began its consideration of Bill S-4, An Act to amend the Criminal Code and the Identification of Criminals Act and to make related amendments to other Acts (COVID-19 response and other measures).

APPEARING:

The Honourable David Lametti, P.C., M.P., Minister of Justice and Attorney General of Canada.

WITNESSES:

Carole Morency, Director General and Senior General Counsel, Criminal Law Policy Section;

Shannon Davis-Ermuth, Senior Counsel - Team Lead;

Jos Normand Wong, Senior Counsel - Team Lead (by videoconference).

The minister made a statement and together with Carole Morency, Shannon Davis-Ermuth and Jos Normand Wong, answered questions.

At 5:19 p.m., the committee suspended.

At 5:23 p.m., the committee resumed.

At 6:10 p.m., the committee adjourned to the call of the chair.
