The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:16 p.m., in room B30, Senate of Canada Building, the deputy chair, the Honourable Denise Batters, presiding.
Members of the committee present: The Honourable Senators Audette, Batters, Carignan, P.C., Clement, Dalphond, Galvez, Oudar, Patterson, Simons and Tannas (10).
Other senators present: The Honourable Senator Busson (1).
Participating in the meeting: Iryna Zazulya and Michaela Keenan-Pelletier, analysts, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Thursday, June 1, 2023, the committee began its consideration of Bill C-291, An Act to amend the Criminal Code and to make consequential amendments to other Acts (child sexual abuse and exploitation material).
WITNESSES:
Mel Arnold, Member of Parliament, North Okanagan—Shuswap, British Columbia, sponsor of the bill;
Frank Caputo, Member of Parliament, Kamloops—Thompson—Cariboo, British Columbia.
Mel Arnold and Frank Caputo each made a statement and answered questions.
At 4:17 p.m., the Honourable Senator Patterson replaced the Honourable Senator Prosper as a member of the committee.
It was agreed that the committee proceed to clause-by-clause consideration of Bill C-291.
It was agreed that the title stand postponed.
It was agreed that clause 1 carry.
It was agreed that clause 2 carry.

It was agreed that clause 4 carry.
It was agreed that clause 5 carry.

After debate, it was agreed that observations be appended to the committee’s report.
It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report, in both official languages, taking into consideration today’s discussion and with any necessary editorial, grammatical or translation changes as required.
It was agreed that the chair report Bill C-291, without amendment and with observations, to the Senate, in both official languages.
At 5:56 p.m., the committee adjourned to the call of the chair.
