The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:15 p.m. in room W110, 1 Wellington St., the chair, the Honourable Mobina S. B. Jaffer, presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Campbell, Clement, Cotter, Dalphond, Gold, P.C., Jaffer, Klyne, Miville-Dechêne, Pate, Simons and White (13).

Other senators present: The Honourable Senators Carignan, P.C. and LaBoucane-Benson (2).

Participating in the meeting: Laurie-Anne Spooner, Administrative Assistant, Committees Directorate; Julian Walker and Michaela Keenan-Pelletier, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 22, 2022, the committee began its consideration of Bill C-5, An Act to amend the Criminal Code and the Controlled Drugs and Substances Act.

APPEARING:

The Honourable David Lametti, P.C., M.P., Minister of Justice and Attorney General of Canada.

WITNESSES:

François Daigle, Deputy Minister of Justice and Deputy Attorney General of Canada;

Matthew Taylor, General Counsel and Director;

Matthias Villetorte, Senior Counsel and Team Lead;

Andrew Di Manno, Counsel.

The minister made a statement and, together with François Daigle and Matthew Taylor, answered questions.

At 5:19 p.m., the committee suspended.

At 5:22 p.m., the committee resumed.
