The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:17 p.m., in room W110, 1 Wellington St., the chair, the Honourable Mobina S. B. Jaffer, presiding.

Members of the committee present: The Honourable Senators Batters, Clement, Cotter, Dalphond, Dupuis, Harder, P.C., Jaffer, LaBoucane-Benson, Oh, Pate and Simons (11).

Participating in the meeting:  Laurie-Anne Spooner, Administrative Assistant, Committees Directorate; Julian Walker and Michaela Keenan-Pelletier, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 22, 2022, the committee continued its consideration of Bill C-5, An Act to amend the Criminal Code and the Controlled Drugs and Substances Act.

Rachel Huggins, Co-chair of the CACP Drug Advisory Committee;

Michael Rowe, member of the CACP Law Amendments Committee.

As an individual:

Elspeth Kaiser-Derrick, PhD Candidate, Allard School of Law, University of British Columbia.

Jonathan Rudin and Elspeth Kaiser-Derrick each made a statement and answered questions.

At 5:21 p.m., the committee suspended.

At 5:24 p.m., the committee resumed.

Rachel Huggins, Michael Rowe and David Bertrand each made a statement and answered questions.

At 6:16 p.m., the committee adjourned to the call of the chair.
