The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:16 p.m., in room B30, Senate of Canada Building, the deputy chair, the Honourable Pierre-Hugues Boisvenu, presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Clement, Cotter, Dalphond, Dupuis, Harder, P.C. and Pate (8).

Participating in the meeting: Julian Walker and Michaela Keenan-Pelletier, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 26, 2022, the committee continued its consideration of Bill S-205, An Act to amend the Criminal Code and to make consequential amendments to another Act (interim release and domestic violence recognizance orders).

WITNESSES:

Ontario Provincial Police:

Kari Dart, Commander, Investigation and Support Bureau (by videoconference);

Bryan MacKillop, Commander, North West Region (by videoconference).

National Police Federation:

Brian Sauvé, President.

As an individual:

James Gacek, Assistant Professor, University of Regina (by videoconference).

At 4:17 p.m., the Honourable Senator Dalphond took the chair.

Brian Sauvé, Bryan MacKillop, Kari Dart and James Gacek each made a statement and answered questions.

At 5:19 p.m., the committee suspended.

At 5:26 p.m., the committee resumed.

At 6:09 p.m., the committee adjourned to the call of the chair.
