The Standing Senate Committee on Legal and Constitutional Affairs met this day at 9:02 a.m., in room C128, Senate of Canada Building, the chair, the Honourable Mobina S. B. Jaffer, presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Boniface, Clement, Cotter, Dalphond, Harder, P.C., Jaffer, Pate and Tannas (10).

Participating in the meeting: Annie Trudel, Administrative Assistant, Committees Directorate; Julian Walker and Michaela Keenan-Pelletier, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, December 8, 2022, the committee began its consideration of Bill S-11, A fourth Act to harmonize federal law with the civil law of Quebec and to amend certain Acts in order to ensure that each language version takes into account the common law and the civil law.

APPEARING:

The Honourable David Lametti, P.C., M.P., Minister of Justice and Attorney General of Canada.

WITNESSES:

Department of Justice Canada:

Riri Shen, Deputy Assistant Deputy Minister, Public Law and Legislative Services Sector;

France Allard, Senior General Counsel, Legislative Services Branch.

The minister made a statement and, together with Riri Shen and France Allard, answered questions.

At 10:04 a.m., the committee suspended.

At 10:12 a.m., the committee resumed.

Riri Shen and France Allard continued to answer questions.

At 10:57 a.m., the committee adjourned to the call of the chair.
