The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:15 p.m., in room B30, Senate of Canada Building, the deputy chair, the Honourable Pierre-Hugues Boisvenu, presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Clement, Cotter, Dalphond, Dupuis, Jaffer, Klyne, Pate and Patterson (Nunavut) (10).

Participating in the meeting: Aoife Mc Donald, Administrative Assistant, Committees Directorate; Julian Walker and Michaela Keenan-Pelletier, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, April 27, 2023, the committee began its consideration of the subject matter of those elements contained in Divisions 30, 31, 34 and 39 of Part 4, and in Subdivision B of Division 3 of Part 4 of Bill C-47, An Act to implement certain provisions of the budget tabled in Parliament on March 28, 2023. Philippe Dufresne made a statement and, together with Jennifer Poirier, answered questions.

At 6:02 p.m., the committee suspended.

At 6:04 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Thursday, March 9, 2023, the committee continued its consideration of Bill C-9, An Act to amend the Judges Act.

The committee discussed a draft agenda (future business).

At 6:07 p.m., the Honourable Senator Cotter took the chair.

At 6:31 p.m., the committee adjourned to the call of the chair.
