The Standing Senate Committee on Legal and Constitutional Affairs met this day at 11:49 a.m., in room B30, Senate of Canada Building, the chair, the Honourable Brent Cotter, presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Clement, Cotter, Dalphond, Dupuis, Jaffer, Klyne, Pate, Patterson (Nunavut), Prosper and Simons (12).

Other senators present: The Honourable Senator McCallum (1).

Participating in the meeting: Aoife Mc Donald, Administrative Assistant, Committees Directorate; Michaela Keenan-Pelletier and Iryna Zazulya, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, November 3, 2022, the committee began its consideration of Bill S-230, An Act to amend the Corrections and Conditional Release Act.

WITNESSES:

The Honourable Senator Kim Pate, sponsor of the bill.

As an individual:

Emily Grant, Parliamentary Affairs Advisor, Office of the Honourable Senator Pate.

The Honourable Senator Pate made a statement and answered questions.

At 1:02 p.m., pursuant to the order of reference adopted by the Senate on Wednesday, September 27, 2023, the committee continued its consideration of Bill S-13, An Act to amend the Interpretation Act and to make related amendments to other Acts.

The committee considered a draft report.

It was agreed that the report be adopted.

It was agreed that the chair be authorized to present the report in the Senate.

At 1:03 p.m., pursuant to the order of reference adopted by the Senate on Wednesday, June 21, 2023, the committee continued its examination of proposals to correct certain anomalies, inconsistencies, outdated terminology and errors and to deal with other matters of a non-controversial and uncomplicated nature in the Statutes and Regulations of Canada and to repeal certain provisions that have expired, lapsed or otherwise ceased to have effect.

The committee considered a draft report.

It was agreed that the report, as amended, be adopted.

It was agreed that the chair be authorized to table the report in the Senate.

At 1:12 p.m., the committee adjourned to the call of the chair.
