The Standing Senate Committee on Legal and Constitutional Affairs met this day at 11:49 a.m., in room B30, Senate of Canada Building, the chair, the Honourable Brent Cotter, presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Clement, Cotter, Dalphond, Dupuis, Jaffer, Klyne, Pate, Prosper and Simons (11).

Other senators present: The Honourable Senator McNair (1).

Participating in the meeting: Aoife Mc Donald, Administrative Assistant, Committees Directorate; Michaela Keenan-Pelletier and Iryna Zazulya, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, November 3, 2022, the committee continued its consideration of Bill S-230, An Act to amend the Corrections and Conditional Release Act.

WITNESSES:

Correctional Service Canada:

Anne Kelly, Commissioner;

Ginette Clarke, Acting Assistant Commissioner, Health Services Sector;

Jay Pyke, Acting Senior Deputy Commissioner.

Canadian Prison Law Association:

Jennifer Metcalfe, Vice-President (by videoconference).

British Columbia Civil Liberties Association:

Vibert Jack, Litigation Director (by videoconference).

Anne Kelly made a statement and, together with Ginette Clarke, answered questions.

At 12:44 p.m., the committee suspended.

At 12:46 p.m., the committee resumed.

Jennifer Metcalfe and Vibert Jack each made a statement and answered questions.

The Honourable Senator Dalphond moved that the Honourable Senator Jaffer take the chair of the committee, as of January 1, 2024.

The question being put on the motion, it was adopted.

At 1:38 p.m., the committee suspended.

At 1:40 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft agenda (future business).

At 1:52 p.m., the committee adjourned to the call of the chair.
