The Standing Senate Committee on Legal and Constitutional Affairs met this day at 11:45 a.m., in room B30, Senate of Canada Building, the chair, the Honourable Mobina S. B. Jaffer, presiding.

Members of the committee present: The Honourable Senators Batters, Boyer, Busson, Carignan, P.C., Clement, Cotter, Dalphond, Jaffer, Klyne, Pate and Tannas (11).

Other senators present: The Honourable Senators Audette, LaBoucane-Benson and Wells (3).

Participating in the meeting: Aoife Mc Donald, Administrative Assistant, Committees Directorate; Michaela Keenan-Pelletier and Iryna Zazulya, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, April 20, 2023, the committee began its consideration of Bill S-250, An Act to amend the Criminal Code (sterilization procedures).

WITNESSES:

The Honourable Senator Yvonne Boyer, sponsor of the bill.

As individuals:

Alisa Lombard, Principal Lawyer, Lombard Law;

Nicole Rabbit, Survivors Circle for Reproductive Justice.

The Honourable Senator Boyer made a statement and answered questions.

At 12:48 p.m., the committee suspended.

At 12:56 p.m., the committee resumed.

Alisa Lombard and Nicole Rabbit each made a statement and answered questions.

At 1:47 p.m., the committee adjourned to the call of the chair.
