The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:15 p.m., in room B30, Senate of Canada Building, the chair, the Honourable Mobina S. B. Jaffer, presiding.

Members of the committee present: The Honourable Senators Batters, Boyer, Carignan, P.C., Clement, Cotter, Dalphond, Gold, P.C., Jaffer, Klyne, Plett, Prosper, Simons and Sorensen (13).

Other senators present: The Honourable Senators McBean and Oudar (2).

Participating in the meeting: Michaela Keenan-Pelletier and Iryna Zazulya, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 19, 2024, the committee began its consideration of Bill S-15, An Act to amend the Criminal Code and the Wild Animal and Plant Protection and Regulation of International and Interprovincial Trade Act.

APPEARING:

The Honourable Steven Guilbeault, P.C., M.P., Minister of Environment and Climate Change.

WITNESSES:

Department of Justice Canada:

Robert Brookfield, Director General and Senior General Counsel, Criminal Law Policy Section;

Aleksander Godlewski, Counsel, Criminal Law Policy Section.

The minister made a statement and, together with Julien Landry, Stephanie Lane, Carolina Caceres, Robert Brookfield and Aleksander Godlewski, answered questions.

At 5:21 p.m., the committee suspended.

At 5:25 p.m., the committee resumed.

At 6:23 p.m., the committee adjourned to the call of the chair.
