The Standing Senate Committee on Legal and Constitutional Affairs met this day at 11:45 a.m., in room B30, Senate of Canada Building, the chair, the Honourable Mobina S. B. Jaffer, presiding.

Members of the committee present: The Honourable Senators Batters, Boyer, Carignan, P.C., Dalphond, Gold, P.C., Jaffer, Klyne, McBean, Plett, Prosper, Simons and Sorensen (12).

Participating in the meeting: Michaela Keenan-Pelletier and Iryna Zazulya, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 19, 2024, the committee continued its consideration of Bill S-15, An Act to amend the Criminal Code and the Wild Animal and Plant Protection and Regulation of International and Interprovincial Trade Act.

Dean Treichel, Accreditation Manager.

Association of Zoos and Aquariums:

Daniel Ashe, President and Chief Executive Officer (by videoconference).

African Lion Safari:

Trish Gerth, General Manager;

Charlie Gray, Superintendent of Elephants;

Dr. Amy Chabot, Research and Conservation.

Humane Canada:

Barbara Cartwright, Chief Executive Officer.

Zoocheck Canada:

Rob Laidlaw, Executive Director (by videoconference).

World Animal Protection:

Michèle Hamers, Wildlife Campaign Manager.

Serge Lussier, Daniel Ashe and Trish Gerth each made a statement and, together with Dean Treichel, Charlie Gray and Amy Chabot, answered questions.

At 12:58 p.m., the committee suspended.

At 1 p.m., the committee resumed.

Barbara Cartwright, Rob Laidlaw, and Michèle Hamers each made a statement and answered questions.

At 1:48 p.m., the committee adjourned to the call of the chair.
