Pursuant to the order of the Senate of May 5, 2022, the Standing Senate Committee on National Finance met this day in room W110, 1 Wellington Street, and with videoconference, at 9:30 a.m. ET, the chair, the Honourable Percy Mockler, presiding.

Members of the committee present: The Honourable Senators Boehm, Dagenais, Duncan, Gerba, Loffreda, Marshall, Pate and Richards (8).

Members of the committee present by videoconference: The Honourable Senators Forest, Gignac, Mockler and Moncion (4).

Participating in the meeting: Vincent Labrosse, Procedural Clerk and Annie Trudel, Administrative Assistant, Committees Directorate; Shaowei Pu and Michaël Lambert-Racine, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 1, 2022, the committee began its examination of expenditures set out in the Supplementary Estimates (A) for the fiscal year ending March 31, 2023.

At 11:05 a.m., pursuant to the order of reference adopted by the Senate on Tuesday, May 10, 2022, the committee continued its consideration of Bill C-8, An Act to implement certain provisions of the economic and fiscal update tabled in Parliament on December 14, 2021 and other measures.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-8.

With leave and pursuant to rule 12-20(4), it was agreed that the committee be allowed to group clauses by the seven parts identified in the bill, when appropriate.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that Part 1, entitled Income Tax Act, containing clauses 2 to 9, carry.

It was agreed that Part 2, entitled Underused Housing Tax Act, containing clauses 10 to 40, carry, on division.

It was agreed that Part 3, entitled Canada Emergency Business Account, containing clauses 41 to 43, carry.

It was agreed that Part 4, entitled School Ventilation Improvement, containing clause 44, carry.

It was agreed that Part 5, entitled Proof of Vaccination, containing clause 45, carry.

It was agreed that Part 6, entitled COVID-19 Tests, containing clause 46, carry, on division.

It was agreed that Part 7, entitled Employment Insurance Act, containing clauses 47 and 48, carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry, on division.

It was agreed that the chair report Bill C-8, without amendment to the Senate, at the earliest opportunity.

At 11:12 a.m., the committee adjourned to the call of the chair.
