The Standing Senate Committee on National Finance met this day at 9 a.m., in room W110, 1 Wellington St., the chair, the Honourable Percy Mockler, presiding.

Members of the committee present: The Honourable Senators Dagenais, Forest, Gignac, Loffreda, MacAdam, Marshall, Mockler, Pate, Smith and Woo (10).

Other senators present: The Honourable Senator White (1).

Participating in the meeting: André Léonard and Shaowei Pu, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 18, 2023, the committee began its consideration of Bill S-233, An Act to develop a national framework for a guaranteed livable basic income.

WITNESSES:

Yves Giroux, Parliamentary Budget Officer;

Nasreddine Ammar, Advisor-Analyst.

As individuals:

Kathleen Wynne, Former Premier of Ontario (by videoconference);

Evelyn Forget, Professor, Community Health Sciences, University of Manitoba;

Jiaying Zhao, Associate Professor, University of British Columbia.

Yves Giroux made a statement and, together with Nasreddine Ammar, answered questions.

At 9:59 a.m., the committee suspended.

At 10:03 a.m., the committee resumed.

Kathleen Wynne, Evelyn Forget and Jiaying Zhao each made a statement and answered questions.

At 11:06 a.m., the committee adjourned to the call of the chair.
