Pursuant to the order of the Senate of November 25, 2021, the Standing Senate Committee on Fisheries and Oceans met this day in room B30, Senate of Canada Building, and with videoconference, at 9:00 a.m. ET, the chair, the Honourable Fabian Manning, presiding.

Members of the committee present: The Honourable Senators Kutcher and Ravalia (2).

Members of the committee present by videoconference: The Honourable Senators Ataullahjan, Busson, Campbell, Christmas, Cordy, Cormier, Francis, Manning, McCallum and Quinn (10).

Participating in the meeting: Vincent Labrosse, Procedural Clerk, Martine Willox, Legislative Clerk and Elda Donnelly, Administrative Assistant, Committees Directorate; Daniele Lafrance, analyst, Library of Parliament; Ben Silverman, Communications Officer, Communications Directorate.

Pursuant to the order of reference adopted by the Senate on Thursday, February 10, 2022, the committee began its study on the implementation of Indigenous rights-based fisheries across Canada.

WITNESSES (by videoconference):

Fisheries and Oceans Canada:

Jean-Guy Forgeron, Senior Assistant Deputy Minister, Fisheries and Harbour Management;

Doug Wentzell, Regional Director General, Maritimes Region;

Gorazd Ruseski, Director General, Indigenous Affairs.

Jean-Guy Forgeron made a statement and, with Gorazd Ruseski, answered questions.

The Honourable Senator Cormier moved:

That each committee member be allowed to have one staff person present at in camera meetings, unless otherwise agreed to by the committee.

The question being put on the motion, it was adopted.

It was agreed that the committee now go in camera.

At 10:34 a.m., the committee suspended.

At 10:36 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft agenda (future business).

At 10:50 a.m., the committee adjourned to the call of the chair.
