Pursuant to the order of the Senate of May 5, 2022, the Standing Senate Committee on Human Rights met this day in room B30, Senate of Canada Building, and with videoconference, at 5:01 p.m. ET, the chair, the Honourable Salma Ataullahjan, presiding.

Members of the committee present: The Honourable Senators Ataullahjan and Audette (2).

Members of the committee present by videoconference: The Honourable Senators Boyer, Gerba, Harder, P.C., Hartling and Omidvar (5).

Participating in the meeting: Barbara Reynolds, Procedural Clerk, Martine Willox, Legislative Clerk and Marc-André Lanthier, Administrative Assistant, Committees Directorate; Robert Mason and Brendan Naef, analysts, Library of Parliament; Ben Silverman, Communications Officer, Communications Directorate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 3, 2022, the committee continued its study of such issues as may arise from time to time relating to human rights generally. (Topic: Forced and Coerced Sterilization of Persons in Canada)

Louise Delisle and Lucy Nickerson each made a statement and answered questions.

At 5:53 p.m., the committee suspended.

At 5:54 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider draft reports.

It was agreed that the committee allow the transcription of the in-camera portion of today’s meeting, that one copy be kept with the clerk of the committee for consultation by committee members present or by the committee analysts, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

At 6:44 p.m., the committee suspended.

At 6:44 p.m., the committee resumed in public.

It was agreed that the following special study budget application for the study on issues relating to human rights generally, for the fiscal year ending March 31, 2023, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:
