The Standing Committee on Rules, Procedures and the Rights of Parliament met this day at 9:01 a.m., in room B30, Senate of Canada Building, the chair, the Honourable Diane Bellemare, presiding.

Members of the committee present: The Honourable Senators Ataullahjan, Batters, Bellemare, Black, Busson, Cordy, Deacon (Ontario), Dean, Gagné, Greene, MacDonald, Martin, Marwah, Saint-Germain, Wells and Woo (16).

Participating in the meeting: Erin Virgint, Analyst, Library of Parliament.

The Honourable Senator Saint-Germain moved that in the absence of the Honourable Senator Lankin, P.C., the Honourable Senator Woo be authorized to act as a member of the Subcommittee on Agenda and Procedure.

The question being put on the motion, it was adopted.

Pursuant to rule 12-7(2)(a), the committee continued its consideration of possible amendments to the Rules. (Topic: Equity between parties and groups)

It was agreed that staff prepare a draft report outlining areas of agreement and disagreement with respect to equity between parties and groups to be considered by the committee and tabled in the Senate in the new year.

At 10:54 a.m., the committee adjourned to the call of the chair.
