Pursuant to the order of the Senate of May 5, 2022, the Standing Senate Committee on National Security and Defence met this day in room B45, Senate of Canada Building, and with videoconference at 2:01 p.m. ET, the chair, the Honourable Tony Dean, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Dalphond, Dean and Yussuff (4).

Members of the committee present by videoconference: The Honourable Senators Anderson, Boehm, Dasko, Deacon (Ontario), Dagenais, Jaffer, Richards and Smith (8).

Participating in the meeting: Sara Gajic, Legislative Clerk and Natacha Umugwaneza, Administrative Assistant, Committees Directorate; Ariel Shapiro and Anne‑Marie Therrien-Tremblay, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, May 4, 2022, the committee began its examination of the subject matter of those elements contained in Divisions 19 and 20 of Part 5 of Bill C-19, An Act to implement certain provisions of the budget tabled in Parliament on April 7, 2022 and other measures.

Chad Westmacott and Doug Band each made a statement and, together with Luc Bisson and Alex Lawton, answered questions.

Emilie Coyle, Catherine Latimer, Kim Campbell and Candace Sider each made a statement and answered questions.

Pursuant to the order of reference adopted by the Senate on Thursday, February 10, 2022, the committee continued its study of issues relating to security and defence in the Arctic.

After debate, it was agreed that the following special study budget application for fact-finding missions in Northern Canada and the United States, and in the United states (Colorado Springs) for the fiscal year ending March 31, 2023, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.
