The Standing Senate Committee on Social Affairs, Science and Technology met this day at 6:49 p.m., in room B45, Senate of Canada Building, the chair, the Honourable Ratna Omidvar, presiding.

Members of the committee present: The Honourable Senators Bernard, Brazeau, Burey, Cordy, Cormier, Dasko, Moodie, Omidvar, Osler, Petitclerc, Seidman and Yussuff (12).

Other senators present: The Honourable Senators Gold, P.C. and Mégie (2).

Participating in the meeting: Keli Hogan, Acting Principal Clerk, Committees Directorate; Laura Blackmore and Eleni Kachulis, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, May 23, 2024, the committee continued its consideration of Bill C-50, An Act respecting accountability, transparency and engagement to support the creation of sustainable jobs for workers and economic growth in a net-zero economy.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-50.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

With leave and pursuant to rule 12-20(4), it was agreed to group the remaining clauses.

It was agreed that clauses 2 to 8 carry.

It was agreed that clauses 9 to 15 carry.

It was agreed that clauses 16 to 21 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the preamble carry.

It was agreed that the title carry.

It was agreed that the bill carry.

At 6:56 p.m., the committee suspended.

At 6:59 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft report.

It was agreed that senators’ staff be permitted to remain in the room during the in camera portion of the meeting.

It was agreed that the committee allow the transcription of the in camera portion of today’s meeting, that one copy be kept with the clerk of the committee for consultation by committee members and/or staff, and that the transcription be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

At 7:30 p.m., the committee suspended.

At 7:42 p.m., the committee resumed in camera.

It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report, in both official languages, taking into consideration the changes discussed in committee, and with any necessary editorial, grammatical or translation changes as required.

It was agreed that the chair report Bill C-50, without amendment and with observations, to the Senate.

At 7:48 p.m., the committee adjourned to the call of the chair.
