The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:32 p.m., in room B45, Senate of Canada Building, the deputy chair, the Honourable Jane Cordy, presiding.

Members of the committee present: The Honourable Senators Burey, Cardozo, Cordy, Cormier, Dasko, Gold, P.C., McPhedran, Mégie, Moodie, Osler, Petitclerc and Seidman (12).

Other senators present: The Honourable Senators Mockler, Moncion and Quinn (3).

Participating in the meeting: Laura Blackmore and Antoine Dedewanou, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, September 28, 2023, the committee continued its study of Bill C-35, An Act respecting early learning and child care in Canada.

WITNESSES:

New Brunswick Department of Education and Early Childhood Development:

Julie Beaulieu Mason, Deputy Minister, Francophone Sector;

Michel LeBlanc, Assistant Deputy Minister, Early Learning and Childcare;

Lisa Lacenaire, Executive Director, Policy and Planning.

Employment and Social Development Canada:

Michelle Lattimore, Director General, Federal Secretariat on Early Learning and Child Care (by videoconference).

Julie Beaulieu Mason made a statement and, together with Lisa Lacenaire, answered questions.

At 5:15 p.m., the committee suspended.

At 5:20 p.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-35.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

The deputy chair asked whether clause 2 shall carry.

The Honourable Senator Cormier moved that Bill C-35 be amended in clause 2, on page 3, by adding the following after line 14:

official language minority community means English-speaking communities in Quebec and French-speaking communities outside Quebec. (communauté de langue officielle en situation minoritaire)”.

Michelle Lattimore answered questions from time to time.

After debate, the question being put on the motion in amendment, it was negatived on the following vote:

The deputy chair asked whether clause 7 shall carry.The Honourable Senator Mégie moved that Bill C-35 be amended in clause 7, on page 5,

(a) by replacing line 11 with the following:

“programs and services — giving priority to those that are”;

(b) by replacing line 18 of the French version with the following:

“tif, qui respectent les normes établies par les gouver-”.

After debate, the question being put on the motion in amendment, it was negatived, on division.

It was agreed that clause 7 carry.

At 6:17 p.m., the committee adjourned to the call of the chair.
