The Standing Senate Committee on Transport and Communications met this day at 9 a.m., in room B45, Senate of Canada Building, the chair, the Honourable Miville-Dechêne, presiding.

Members of the committee present: The Honourable Senators Bernard, Cardozo, Clement, Cormier, Dasko, Manning, Miville-Dechêne, Patterson (Nunavut), Simons and Wallin (10).

Other senators present: The Honourable Senator Quinn (1).

Participating in the meeting: Khamla Heminthavong and Jed Chong, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, November 3, 2022, the committee continued its consideration of Bill S-242, An Act to amend the Radiocommunication Act.

Andreas Tornow, Vice President, Network Infrastructure.

CanArctic Inuit Networks Inc.:

Madeleine Redfern, President (by videoconference).

As an individual:

Gregory Taylor, Associate Professor, University of Calgary (by videoconference).

Birket Foster, Madeleine Redfern and Gregory Taylor each made a statement and, together with Andreas Tornow, answered questions.

At 10:10 a.m., the committee suspended.

At 10:12 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft agenda (future business).

At 10:42 a.m., the committee adjourned to the call of the chair.
