The Standing Senate Committee on Transport and Communications met this day at 9 a.m., in room B45, Senate of Canada Building, the chair, the Honourable Leo Housakos, presiding.

Members of the committee present: The Honourable Senators Cardozo, Clement, Dasko, Housakos, Martin, Quinn, Richards and Simons (8).

Participating in the meeting: Alexandre Lafrenière and Khamla Heminthavong, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, April 11, 2024, the committee continued its consideration of Bill C-288, An Act to amend the Telecommunications Act (transparent and accurate broadband services information).

WITNESSES:

Canadian Radio-television and Telecommunications Commission:

Scott Hutton, Chief, Consumer and Research;

Nanao Kachi, Director, Social and Consumer Policy.

Innovation, Science and Economic Development Canada:

Mark Schaan, Senior Assistant Deputy Minister, Strategy and Innovation Policy Sector;

Andre Arbour, Director General, Telecommunications and Internet Policy Branch.

Canadian Telecommunications Association:

Robert Ghiz, President and Chief Executive Officer;

Eric Smith, Senior Vice-President.

Rural Municipalities of Alberta:

Paul McLauchlin, President (by videoconference).

Scott Hutton made a statement and, together with Nanao Kachi, answered questions.

At 9:25 a.m., the committee suspended.

At 9:27 a.m., the committee resumed.

Mark Schaan made a statement and, together with Andre Arbour, answered questions.

At 9:50 a.m., the committee suspended.

At 9:52 a.m., the committee resumed.

Robert Ghiz and Paul McLauchlin each made a statement and, together with Eric Smith, answered questions.

At 10:20 a.m., the committee suspended.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-288.
