The Honourable Sir James Alexander Lougheed
The Honourable James Alexander Lougheed was Alberta’s first senator and the federal minister who oversaw the civil reestablishment of soldiers who served in the First World War. The portrait’s plaque says staff in his department presented the artwork “as a mark of appreciation for his untiring efforts and support on behalf of disabled ex-soldiers of the Great War.”
A lawyer by profession, Mr. Lougheed was appointed to the Senate in 1889, where he served for 35 years. Between 1906 and 1921, he was Conservative leader in the Senate and, beginning in 1911, was named minister of several federal portfolios — notably Minister of Soldiers’ Civil Reestablishment. Mr. Lougheed died in office in 1925.
The artist, John Wycliffe Lowes Forster, was a Canadian painter. Born in Norval, Ontario, Mr. Forster gained acclaim for his portraits of notable people, including Sir Wilfrid Laurier and Queen Victoria.
