The Special Senate Committee on Senate Modernization met this day at 12:02 p.m., in room 257, East Block, the chair, the Honourable Stephen Greene, presiding.

Members of the committee present: The Honourable Senators Dean, Eggleton, P.C., Greene, Joyal, P.C., Lankin, P.C., Maltais, Massicotte, McCoy, Poirier, Stewart Olsen, Verner, P.C. and Wells (12).

In attendance: David Groves and Marc-André Roy, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Friday, December 11, 2015, the committee continued its consideration of methods to make the Senate more effective within the current constitutional framework. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

The committee considered a draft report.

The chair made an opening statement.

The Honourable Senator Wells moved, that a letter of thanks be issued on behalf of the committee to Sebastian Spano, former analyst of the committee, and wishing him well in his new endeavours.

The question being put on the motion, it was adopted.

After discussion of a proposed work plan, it was agreed that the Honourable Senator Eggleton work with the clerk of the committee, the analysts, and the chair of the committee on a survey for all senator on issues pertaining to committees.

It was further agreed that the Honourable Senator McCoy submit her written comments on the draft discussion paper, for translation and distribution to the members of the committee.

It was further agreed that the Subcommittee on Agenda and Procedure direct the Library of Parliament analysts on the revision of a draft for the committee.

At 1:40 p.m., the committee adjourned to the call of the chair.
