The Standing Senate Committee on Agriculture and Forestry met this day at 8:02 a.m., in room W110, 1 Wellington St., the chair, the Honourable Diane F. Griffin, presiding.
Members of the committee present: The Honourable Senators Bernard, Black (Ontario), Cormier, Dagenais, Deacon (Nova Scotia), Griffin, Housakos, Kutcher, Moodie, Oh, Plett and Smith (12).
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, April 30, 2019, the committee began its consideration of Bill C-281, An Act to establish a National Local Food Day.
WITNESSES:
Wayne Stetski, Member of Parliament for Kootenay—Columbia, sponsor of the bill.
As individuals:
Anita Stewart, Food Laureate, Ontario Agricultural College, University of Guelph;
Michael Smith, Chef and Owner, The Inn at Bay Fortune (by video conference).
Food Secure Canada:
Gisèle Yasmeen, Executive Director.
National Farmers Union:
Stuart Oke, Youth President.
The chair made a statement.
Mr. Stetski made a statement and answered questions.
At 8:30 a.m., the committee suspended.
At 8:32 a.m., the committee resumed.
Mr. Smith and Ms. Stewart made statements and answered questions.
At 9 a.m., the committee suspended.
At 9:04 a.m., the committee resumed.
Ms. Yasmeen and Mr. Oke made statements and answered questions.
At 9:17 a.m., the Honourable Senator Smith replaced the Honourable Senator Oh as a member of the committee.
At 9:29 a.m., the committee suspended.
At 9:30 a.m., the committee resumed.
It was agreed:
That the committee proceed to clause-by-clause consideration of Bill C-281, An Act to establish a National Local Food Day.
It was agreed that the preamble stand postponed.
It was agreed that the title stand postponed.
It was agreed that the clause 1, which contains the short title, stand postponed.
The chair asked whether clause 2 shall carry.
The Honourable Senator Black moved:
That Bill C-281 be amended in clause 2, on page 1, by replacing lines 18 and 19 with the following:
"2 Throughout Canada, in each and every year, the first Saturday in August is to be known as "National Lo-''.
After debate, the question being put on the motion in amendment, it was adopted on the following vote:

It was agreed that clause 2, as amended, carry.

The Honourable Senator Black moved:
That Bill C-281 be amended in clause 3, on page 2, by replacing line 2 with the following:
"legal holiday.''.
The question being put on the motion in amendment, it was adopted.
It was agreed that clause 3, as amended, carry.
It was agreed that the preamble carry.
It was agreed that the clause 1, which contains the short title, carry.
It was agreed that the title carry.
It was agreed that the Law Clerk and the Parliamentary Counsel be authorized to make technical, numerical and topographical changes and adjustments to the amendments adopted by the committee.
It was agreed that Bill C-281 be reported with amendments to the Senate, at the earliest opportunity.
The question being put on the motion, it was adopted.
At 9:53 a.m., the committee adjourned to the call of the chair.
