The Standing Committee on Internal Economy, Budgets and Administration met this day at 8:34 a.m., in room 160- S, Centre Block, the chair, the Honourable Leo Housakos, presiding.
Members of the committee present: The Honourable Senators Batters, Boisvenu, Campbell, Carignan, P.C., Forest, Housakos, Marwah, Mitchell, Munson, Plett, Saint-Germain, Tannas and Wells (13).
Also in attendance: Nicole Proulx, Clerk of the Standing Committee on Internal Economy, Budgets and Administration and Interim Clerk of the Senate; Hélène Bouchard, Interim Chief Corporate Services Officer; Jacqueline Kuehl, Law Clerk and Parliamentary Counsel; and other senior Senate officials.
Also present: The official reporters of the Senate.
Pursuant to rule 12-7(1) of the Rules of the Senate, the committee continued its consideration of financial and administrative matters concerning the Senate's internal administration.

The committee considered the Minutes of Proceedings of Tuesday, October 3, 2017, in public portion.
The Honourable Senator Marwah moved:
That the Minutes of Proceedings of Tuesday, October 3, 2017, public portion, be adopted.
The question being put on the motion, it was adopted.

The chair tabled a report regarding the international travel of the Honourable Senator Galvez to Detroit, Michigan to attend the Great Lakes Economic Forum 2017 from April 24 to 26, 2017.
The Honourable Senator Forest moved:
That the report be tabled in the Senate.
The question being put on the motion, it was adopted.

The Honourable Senator Forest moved:
That the Honourable Senator Campbell replace the Honourable Senator Saint-Germain as a member of the Subcommittee on the Senate Estimates.
The question being put on the motion, it was adopted.

The Honourable Senator Forest moved:
That the Honourable Senator Campbell replace the Honourable Senator Saint-Germain as a member of the Subcommittee on Committee Budgets.
The question being put on the motion, it was adopted.
At 8:36 a.m., the committee proceeded in camera, pursuant to rule 12-16(1).
Pursuant to rule 12-7(1) of the Rules of the Senate, the committee continued its consideration of financial and administrative matters concerning the Senate's internal administration.
It was agreed that the following in-camera decision be published in the public portion of the Minutes of Proceedings:
CIBA/2017-10-19/341(C)|293| — Human Resources Directorate Optimization and Modernization Strategy
The Honourable Senator Tannas moved:
That Deloitte Canada be awarded the contract to provide strategic transformation support for the implementation of the Human Resources Directorate Optimization and Modernization Strategy; and that the contract be for an initial three month period of $327,000 plus $13,000 in travel costs. If the Subcommittee on Agenda and Procedure of the Standing Committee on Internal Economy, Budgets and Administration determines it necessary to extend the contract for additional months, this amount shall not exceed three additional months and nor an additional $338,000 and $15,000 in travel costs; and
That this decision be published in the public portion of the Minutes of Proceedings.
After debate, the question being put on the motion, it was adopted.
