The Standing Committee on Internal Economy, Budgets and Administration met this day at 8:30 a.m., in room 160-S, Centre Block, the chair, the Honourable Sabi Marwah, presiding.

Members of the committee present: The Honourable Senators Batters, Carignan, P.C., Dawson, Forest, Marshall, Marwah, Mitchell, Moncion, Munson, Plett, Saint-Germain, Tannas, Tkachuk, Verner, P.C. and Wetston (15).

Other senators present: The Honourable Senators Dean and Housakos (2).

Also in attendance: Pascale Legault, Chief Corporate Services Officer and Clerk of the Standing Committee on Internal Economy, Budgets and Administration; Richard Denis, Interim Clerk of the Senate; senior Senate officials and other support staff.

Also present: The official reporters of the Senate.

Pursuant to rule 12-7(1) of the Rules of the Senate, the committee continued its consideration of financial and administrative matters concerning the Senate's internal administration.

The Honourable Senator Batters moved:

That the Minutes of Proceedings of Thursday, November 8, 2018, public portion, be adopted.

The question being put on the motion, it was adopted.

The chair of the Subcommittee on Agenda and Procedure, the Honourable Senator Sabi Marwah, tabled the thirteenth report of the subcommittee as follows:

The Subcommittee on Agenda and Procedure of the Standing Committee on Internal Economy, Budgets and Administration has the honour to table its

THIRTEENTH REPORT

Pursuant to Section 1.6.2 of the Senators' Office Management Policy, your subcommittee now tables a report on the exemption and exception requests to the policy that it has received and the corresponding decisions since May 24, 2018.

1. Increase to Living Expenses Budget

Your subcommittee received and approved a request for an exemption to Section 8.4.1 for an increase to the prorated living expenses budget of the Honourable Senator Raine in the amount of $4,500, prior to her retirement.

2. Additional Staff Member

Your subcommittee received and approved a request for an exemption to Section 8.4.2 for the Honourable Senator Cools in the amount of $3,240, to hire one additional staff member to assist in closing her office.

3. Travel Budgets and Allowances

Your subcommittee received and denied a request from the Honourable Senator Boyer for an exemption to Section 7.2.4 regarding the living expense provisions for travel within 100 kilometres of the senator's provincial residence.

4. Travel Expenses for Senators' Staff

Your subcommittee received and denied a request from the Honourable Senator Maltais for an exemption to Sections 7.4.6 and 7.8.5 regarding the eligibility criteria for senators' staff to claim travel and living expenses.

The Honourable Senator Marwah made a statement regarding the report.

After discussion, it was agreed to move agenda items #3 and #4 to the in camera portion of the meeting.

At 8:33 a.m., the committee proceeded in camera, pursuant to rule 12-16(1).

At 10:13 a.m., the committee adjourned to the call of the chair.
