The Special Senate Committee on the Charitable Sector met this day at 4 p.m., in room 9, Victoria Building, the chair, the Honourable Terry M. Mercer, presiding.

Members of the committee present: The Honourable Senators Black (Ontario), Duffy, Frum, Mercer, Oh and Omidvar (6).

In attendance: Nicole Sweeney and Havi Echenberg, Analysts, Parliamentary Information and Research Services, Library of Parliament; Ben Silverman, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, January 30, 2018, the committee continued its study on the impact of federal and provincial laws and policies governing charities, nonprofit organizations, foundations, and other similar groups; and to examine the impact of the voluntary sector in Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

WITNESSES:

Statistics Canada:

Pamela Best, Assistant Director, Social and Aboriginal Statistics Division;

Patric Fournier-Savard, Survey Manager and Analyst, Social and Aboriginal Statistics Division.

Service Canada:

Alan Bulley, Director General, Labour Market and Social Development Program Operations;

Brent Bauer, Director, Canada Service Corps.

As individuals:

Debra Basil, Professor, Marketing, University of Lethbridge;

Femida Handy, Professor, University of Pennsylvania (by video conference).

Volunteer Canada:

Paula Speevak, President and CEO.

The chair made a statement.

Ms. Best, Mr. Bulley and Ms. Basil made statements and, together with Mr. Fournier-Savard and Mr. Bauer, answered questions.

At 5:05 p.m., the committee suspended.

At 5:15 p.m., the committee resumed.

Ms. Handy and Ms. Speevak made statements and answered questions.

At 5:53 p.m., the committee adjourned to the call of the chair.
