The Standing Senate Committee on National Finance met in camera this day at 9:30 a.m., in room 9, Victoria Building, the chair, the Honourable Percy Mockler, presiding.
Members of the committee present: The Honourable Senators Deacon (Nova Scotia), Deacon (Ontario), Eaton, Forest, Marshall, Mockler, Oh and Pratte (8).
In attendance: Alex Smith and Shaowei Pu, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, October 4, 2018, the committee began its study on the processes and financial aspects of the Government of Canada's system of defence procurement and, pursuant to the order of reference adopted by the Senate on October 25, 2018, the committee held its meeting in camera for the purpose of hearing witnesses and gathering specialized or sensitive information.
WITNESSES:
Department of National Defence and the Canadian Armed Forces:
Patrick Finn, Assistant Deputy Minister (Materiel).
Public Services and Procurement Canada:
André Fillion, Assistant Deputy Minister, Defence and Marine Procurement.
It was agreed that senators' staff be permitted to remain in the room during the in camera portion of the meeting.
It was agreed that observers from the Department of National Defence and the Canadian Armed Forces be permitted to remain in the room during the in camera portion of the meeting.
It was agreed that the committee allow the transcription of the in camera portions of today's meeting; that one copy be kept in the office of the clerk of the committee for consultation by committee members present or by committee analysts; and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.
At 11:02 a.m., the committee suspended.
At 11:04 a.m., the committee resumed in public.
Pursuant to the order of reference adopted in the Senate on Thursday, October 4, 2018, the committee continued its study on the processes and financial aspects of the Government of Canada's system of defence procurement.
