The Honourable Senator Stratton, Chair of the Standing Senate Committee on National Finance, presented its Seventh Report (Supplementary Estimates (B) 1998-99).

Ordered, That the Report be printed as an Appendix to the Journals of the Senate of this day and form part of the permanent records of this House.

The Honourable Senator Stratton moved, seconded by the Honourable Senator Gustafson, that the Report be placed on the Orders of the Day for consideration at the next sitting.

The Honourable Senator Tkachuk, Deputy Chair of the Standing Senate Committee on Banking, Trade and Commerce, presented its Eighteenth Report (Bill C-20, An Act to amend the Competition Act and to make consequential and related amendments to other Acts) without amendment but with observations.

1. Page 1, Preamble: replace line 9 with the following:

2. Page 1, Clause 1:
(a) replace line 27 with the following:

The Senate was accordingly adjourned during pleasure and put into a Committee of the Whole on the Bill S-21, An Act respecting the corruption of foreign public officials and the implementation of the Convention on Combating Bribery of Foreign Public Officials in International Business Transactions, and to make related amendments to other Acts, the Honourable Senator Corbin in the Chair.

The sitting of the Senate resumed. The Chairman of the Committee stated that the Committee had examined Bill S-21 and had directed him to report the same to the Senate, without amendment.

With leave of the Senate, The Honourable Senator Pépin moved, seconded by the Honourable Senator Joyal, P.C., that the Bill be read the third time now.

After debate, In amendment, the Honourable Senator Lynch-Staunton moved, seconded by the Honourable Senator Kinsella, that the Bill be not now read a third time but that it be amended:

(a) by adding the following after line 35, on page 6:

"ANNUAL REPORT

12. Within four months of the end of each fiscal year, the Minister of Foreign Affairs, the Minister for International Trade and the Minister of Justice and Attorney General of Canada shall jointly prepare a report on the implementation of the Convention on Combating Bribery of Foreign Public Officials in International Business Transactions, and on the enforcement of this Act, and the Minister of Foreign Affairs shall cause a copy of the report to be laid before each House of Parliament on any of the first fifteen days on which that House is sitting after the report is completed."; and

(b) by renumbering clause 12 as clause 13 and any cross-references thereto accordingly.

The question being put on the motion in amendment, it was adopted. The Senate resumed debate on the motion of the Honourable Senator Pépin, seconded by the Honourable Senator Joyal, P.C., for the third reading of Bill S-21, as amended.

ROYAL ASSENT

The Senate adjourned during pleasure to await the arrival of the Honourable the Deputy of His Excellency the Governor General. After awhile, the Honourable Charles Joseph Doherty Gonthier, a Puisne Judge of the Supreme Court of Canada, in his capacity as Deputy of His Excellency the Governor General, having come and being seated at the foot of the Throne-

The Honourable the Speaker commanded the Usher of the Black Rod to proceed to the House of Commons and acquaint that House that:-

One of the Clerks at the table then read the titles of the Bills to be assented to as follows:

An Act to establish the Parks Canada Agency and to amend other Acts as a consequence (Bill C-29, Chapter 31, 1998)

An Act to implement the Comprehensive Nuclear Test-Ban Treaty (Bill C-52, Chapter 32, 1998)

An Act to implement an agreement between Canada and the Socialist Republic of Vietnam, an agreement between Canada and the Republic of Croatia and a convention between Canada and the Republic of Chile, for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income (Bill S-16, Chapter 33, 1998).

To these Bills the Royal Assent was pronounced by the Clerk of the Senate in the following words:-

"In Her Majesty's name, the Honourable the Deputy of His Excellency the Governor General doth assent to these Bills."

6:25 p.m. The Commons withdrew. After which the Honourable the Deputy of His Excellency the Governor General was pleased to retire.
