Consideration of the fourth report of the Standing Senate Committee on Legal and Constitutional Affairs (Bill C-2, An Act providing for conflict of interest rules, restrictions on election financing and measures respecting administrative transparency, oversight and accountability, with amendments and observations), presented in the Senate on October 26, 2006.

After debate,

The Honourable Senator Stratton moved, seconded by the Honourable Senator Comeau, that the report be adopted.

A point of order was raised with respect to the procedural significance of observations to the report.

I think that Senator Murray once again is right. Observations follow the signature of the Honourable Donald H. Oliver, chair. What lies before the chairman's signature is the official report.

With that, Senator Stratton's motion, seconded by Honourable Senator Comeau, is to adopt the report signed by Senator Oliver. As far as the document that was circulated, we go from the beginning to page 30.
