The Standing Senate Committee on Legal and Constitutional Affairs has the honour to present its
TWENTY-SEVENTH REPORT
Your committee, to which was referred Bill C-51, An Act to amend the Criminal Code and the Department of Justice Act and to make consequential amendments to another Act, has, in obedience to the order of reference of May 10, 2018, examined the said bill and now reports the same without amendment.
Your committee has also made certain observations, which are appended to this report.

Observations
to the Twenty-seventh Report of the Standing Senate Committee on Legal and Constitutional Affairs (Bill C-51)
The deletion of provisions known to be unconstitutional or obsolete is an important first step in the revision and modernization of the Criminal Code, but much remains to be done to make the Code clear, coherent, and comprehensive. The committee calls upon the Government of Canada, as it has done emphatically in the past, to undertake a more thorough reform and modernization of the Criminal Code.
