The Standing Senate Committee on Agriculture and Forestry met at 3:43 p.m. this day, in Room 705, Victoria Building, the Chairman, the Honourable Senator Leonard Gustafson, presiding.

Members of the committee present: The Honourable Senators Anderson, Hays, Rossiter, and Taylor. (4)

In attendance: From the Research Branch of the Library of Parliament: June Dewetering, Research Officer.

Also in attendance: The official reporters of the Senate.

Consideration of Bill C-38, An Act to provide for mediation between insolvent farmers and their creditors, to amend the Agriculture and Agri-Food Administrative Monetary Penalties Act and to repeal the Farm Debt Review Act.

The ccommittee agreed to ask officials from Agriculture and Agri-Food Canada to appear as witnesses.

WITNESSES:

From Agriculture and Agri-Food Canada:

Ms Lois James, Manager, Adaptation Policy, Policy Branch;

Ms Diane Fillmore, Counsel, Legal Services.

The witnesses made statements and answered questions.

The committee agreed to suspend deliberations on C-38 and to turn to consideration of Bill C-34, An Act to establish programs for the marketing of agricultural products, to repeal the Agricultural Products Board Act, the Agricultural Products Cooperative Marketing Act, the Advance Payments for Crops Act and the Prairie Grain Advance Payments Act and to make consequential amendments to other Acts.

WITNESSES:

Mr. Bruce Riddell, Manager, Legislated Marketing Programs Division;

Mr. Dave Cuthbertson, Manager, Marketing Programs.

The witnesses made statements and answered questions.

The committee agreed to resume deliberations on Bill C-38.

The Honourable Senator Taylor moved, -- That the committee dispense with clause-by-clause consideration.

The question being put on motion, it was agreed.

The Honourable Senator Taylor moved, -- That the Chair report Bill C-38 without amendment.

The question being put on motion, it was agreed.

The committee agreed to resume deliberations on Bill C-34.

The Honourable Senator Hays moved, -- That the committee dispense with clause-by-clause consideration.

The question being put on motion, it was agreed.

The Honourable Senator Hays moved, -- That the Chair report Bill C-34 without amendment.

The question being put on motion, it was agreed.

At 4:51 p.m., the committee adjourned to the call of the Chair.
