The Standing Senate Committee on Banking, Trade and Commerce met this day at 11:05 a.m. in room 505, Victoria Building, the Chairman, the Honourable Michael Kirby, presiding.

Members of the Committee present: The Honourable Senators Angus, Hervieux-Payette, P.C., Kenny, Kirby, Meighen and Stewart. (6)

In attendance: From the Research Branch of the Library of Parliament, Mr. Gerald Goldstein, Director, Economics Division.

Also present: The official reporters of the Senate.

WITNESSES:

From Industry Canada:

Mr. Konrad von Finckenstein, ADM (Business Law) and Counsel to the Department of Industry;

Mr. Tom Wallace, Director General, Internal Trade, Consultations and Federal-Provincial Relations; and

From the Internal Trade Secretariat:

Mr. André Dimitrijevic, Executive Director.

Pursuant to the Order of Reference adopted by the Senate on Thursday 30, 1996, the Committee Proceeded to study Bill C-19, An Agreement on Internal Trade Implementation Act.

Mr. Dimitrijevic made an opening statement and then along with Messrs Finckenstein and Wallace answered questions.

It was agreed, -- THAT Bill C-19 be adopted and reported to the Senate without amendment but with an observation on clause 9(1)(b).

At 12:45 p.m. the committee adjourned to the call of the Chair.
