The Standing Senate Committee on Fisheries met at 9:30 a.m. this day, in Room 356-S, the Chairman, the Honourable Senator Comeau, presiding.

Members of the committee present: The Honourable Senators Comeau, De Bané, Jessiman, Landry, Losier-Cool, Oliver, Perrault, Petten, Robertson and Stewart. (10)

In attendance: From the Library of Parliament: Claude Emery, Research Officer, Research Branch.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Department of Fisheries and Oceans:

Dr. L. Scott Parsons, Assistant Deputy Minister, Science;

Michael Turner, Acting Assistant Deputy Minister and Acting Commissioner, Marine Services, Canadian Coast Guard.

From the Department of Justice:

L. Alan Willis, Specialized Legal Advisor Services (International).

Pursuant to its Order of Reference as adopted by the Senate on Wednesday, October 23, 1996, the committee began the examination of Bill C-26, An Act respecting the Oceans of Canada.

Dr. Parsons made an opening statement and, with Messrs Turner and Willis, answered questions.

At a later date, officials from the Department of Fisheries and Oceans will provide written responses to questions asked by the Honourable Senators Stewart, Robertson and Landry.

At 11:30 a.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Fisheries met at 4:20 p.m. this day, in Room 505-VB, the Chairman the Honourable Senator Comeau, presiding.

Members of the committee present: The Honourable Senators Comeau, Jessiman, Landry, Losier-Cool, Marchand, Oliver, Perrault, Petten, Robertson and Bryden (10).

Other senator present: The Honourable Senator Rossiter.

In attendance: From the Library of Parliament: Claude Emery, Research Officer, Research Branch.

Also in attendance: The official reporters of the Senate.

WITNESSES

From the Independent Inshore Lobster Fishers:

William Moreira, counsel.

From the Canadian Shipowners Association:

Réjean Lanteigne, Manager, Marine Operation.

From the Chamber of Maritime Commerce:

Jim Campbell, General Manager.

Pursuant to its Order of Reference as adopted by the Senate on Wednesday, October 23, 1996, the committee resumed the examination of Bill C-26, An Act respecting the Oceans of Canada.

Mr. Moreira made a presentation following which he answered questions.

Messrs Lanteigne and Campbell made an opening statement following which they answered questions.

At 5:35 p.m., Senator Petten replaced Senator Comeau in the Chair.

At 5:45 p.m., Senator Comeau resumed the Chair.

At 6:00 p.m., the committee adjourned to the call of the Chair.
