The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 505, Victoria Building, at 4:00 p.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.

Members of the Committee present: The Honourable Senators Anderson, Beaudoin, Carstairs, Doyle, Lewis, Milne and Nolin (7).

Other senator present: The Honourable Senator Prud'homme (1).

In attendance: Jamie Robertson, Research Officer, Research Branch of the Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESSES:

Mr. Ian McClelland, M.P., sponsor of the bill.

From Elections Canada:

Mr. Jean-Pierre Kingsley, Chief Electoral Officer.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 28, 1996, the Committee commenced its consideration of Bill C-243, An Act to amend the Canada Elections Act (reimbursement of election expenses).

The Chair made a statement.

Mr. Ian McClelland, sponsor of the bill, made an opening statement.

Mr. McClelland answered questions.

Mr. Jean-Pierre Kingsley made a statement and answered questions.

It was moved by the Honourable Senator Lewis - THAT Bill C-243 be reported to the Senate without amendments.

The question being put on the motion, it was agreed.

At 5:20 p.m., the Committee continued in camera.

The Committee discussed future business.

It was agreed - THAT in its consideration of Bill S-3, the Committee concentrate on the issue of plea bargaining, and not the case of Karla Homolka.

At 5:30 p.m., the Committee adjourned to the call of the Chair.
