The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 256-S, Centre Block, at 10:33 a.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.
Members of the Committee present: The Honourable Senators Beaudoin, Carstairs, Doyle, Lewis, Losier-Cool, Milne, Nolin and Pearson (8).
Other senators present: The Honourable Senators Cools, Stanbury, Robertson and Maheu (4).
In attendance: Mary Hurley, Research Officer, Research Branch of the Library of Parliament.
Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 2, 1996, the Committee commenced its consideration of Bill C-42, An Act to amend the Judges Act and to make consequential amendments to another Act.
The Chair made a statement.
The Honourable Allan Rock, made an opening statement, and together with Mr. Watt and Mr. Sandell, answered questions.
The Honourable Senator Cools filed as exhibits with the Committee a news release from the Canadian International Development Agency dated September 24, 1996, entitled "Canada to Assist Judicial Reform in Ukraine" (Exhibit No. 5900 L1-C-42-29 "1") and a news release from the Department of Justice dated September 23, 1996, entitled "Canada Signs Treaty with Ukraine for Mutual Assistance in Criminal Matters and Understanding in Principle on Cooperation in the Field of Justice." (Exhibit No. 5900 L1-C-42-29 "2").
It was moved by the Honourable Senator Lorna Milne -- THAT the Honourable Senator Lewis be elected Acting Chair of the Committee for the period October 4 - October 16 inclusive, and -- THAT the Honourable Senator Landon Pearson be the third member of the Steering Committee during that time.
The question being put on the motion, it was agreed.
At 12:00 p.m., the Committee adjourned to the call of the Chair.
