Morning session

The Standing Senate Committee on Legal and Constitutional Affairs, met this day, in Room 256-S, Centre Block at 10:04 a.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Carstairs, Corbin, Gigantès, Jessiman, Kenny, Milne, and Pearson (8).

In attendance: Gérald Lafrenière, Research Officer, Research Branch of the Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Department of Justice:

Fred Bobiasz, Counsel, Criminal Law Policy Section, Policy Sector;

Catherine Kane, Counsel, Criminal Law Policy Section, Policy Sector.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, April 16, 1997, the committee commenced its consideration of Bill C-17, An Act to amend the Criminal Code and certain other Acts.

The Chair made an opening statement.

Mr. Fred Bobiasz made a statement and, together with Ms Kane, answered questions.

At 11:59 a.m., the committee adjourned to the call of the Chair.

Afternoon session

The Standing Senate Committee on Legal and Constitutional Affairs, met this day, in Room 256-S, Centre Block at 2:03 p.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Carstairs, Corbin, Gigantès, Jessiman, Kenny, Milne, and Pearson (8).

From the Solicitor General of Canada:

Jennifer Trottier, Senior Policy Analyst, Corrections Policy.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 17, 1997, the committee commenced its consideration of Bill C-55, An Act to amend the Criminal Code (high risk offenders), the Corrections and Conditional Release Act, the Criminal Records Act, the Prisons and Reformatories Act and the Department of the Solicitor General Act.

The Chair made an opening statement.

Mr. David Whellams made a statement and, together with Ms Jennifer Trottier, answered questions.
