The Subcommittee on Post-Secondary education met at 10:47 a.m. this day in Room LB 322, Capilano College, North Vancouver, British Columbia, the Chairman, the Honourable M. Lorne Bonnell, presiding.

Members of the subcommittee present: The Honourable Senators Andreychuk, Bonnell, Carney, Forest, Lavoie-Roux and Perrault (6).

In attendance: From the Research Branch of the Library of Parliament: Grant Purves, Research Officer.

Also in attendance: The official reporters of the Senate.

William Saywell, Ph.D., President.

From the Confederation of University Faculty Associations of British Columbia:

Robert Clift, Executive Director.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 19, 1996, the subcommittee resumed its consideration of the inquiry on the serious state of Post-Secondary education in Canada (for full text of Order of Reference see Proceedings of the subcommittee dated August 6, 1996, Issue No. 1 ).

William Saywell made an opening statement and answered questions.

At 11:55 a.m., Robert Clift made an opening statement and answered questions.

At 12:35 p.m., the subcommittee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 19, 1996, the subcommittee resumed its consideration of the inquiry on the serious state of Post-Secondary education in Canada (for full text of Order of Reference see Proceedings of the subcommittee dated August 6, 1996, Issue No. 1 ).

Doug Lee and Scott MacLeod made opening statements and answered questions.

Doug Lee tabled a document from the Canadian Bureau for International EDUCATION entitled Marketing of Canadian EDUCATION Abroad, which was retained by the Clerk as Exhibit No. 6050-2.35/P1 6 "14".

At 2:25 p.m., Vivian Ayoungman made an opening statement and, together with Marie Smallface-Marule and Don Fiddler, answered questions.

Marie Smallface-Marule tabled the following documents with the Clerk:

(a) Red Crow Community College's 1996/1997 Student Handbook and Program Calendar, which was retained as Exhibit No. 6050-2.35/P1 6 "15";

(b) A document entitled Post-Secondary Review, Treaty 7 Tribal Council, Draft, July 31, 1995, which was retained as Exhibit No. 6050-2.35/P1 6 "16"; and

(c) A document entitled First Nations Adult/Post-Secondary Programs: A Position Paper by Representatives of First Nations Post-Secondary/Adult EDUCATION Programs in Alberta, June 30, 1995, which was retained as Exhibit No. 6050-2.35/P1 6 "17 ".

At 3:30 p.m., Bernard Bressler made an opening statement and answered questions. Doctor Bressler tabled a document entitled Canada's Science Crisis: The problem and its solution, with the Clerk, which was retained as Exhibit No. 6050-2.35/P1 6 "18".

The Honourable Senator Lavoie-Roux moved that Dr. Bressler's written brief be appended to today's Minutes of Proceedings as Appendix 6050/P1 6 "1".

At 4:05 p.m., the meeting was suspended.

At 4:15 p.m., the meeting resumed, the Honourable Senator Lavoie-Roux presiding.

At 4:17 p.m., the Honourable Senator Bonnell took the Chair.

Michael Gardiner made an opening statement and answered questions.

At 4:55 p.m., the subcommittee adjourned to the call of the Chair.
