The Subcommittee on Post-Secondary education met at 9:00 a.m. this day in the Board Room of the Nova Scotia College of Art and Design, Halifax, Nova Scotia, the Chairman, the Honourable M. Lorne Bonnell, presiding.
Members of the subcommittee present: The Honourable Senators Andreychuk, Bonnell, DeWare, Forest, Lavoie-Roux, Losier-Cool and Perrault (7).

Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 19, 1996, the subcommittee resumed its consideration of the inquiry on the serious state of Post-Secondary education in Canada (for full text of Order of Reference see Proceedings of the subcommittee dated August 6, 1996, Issue No. 1).
David Cameron made an opening statement and, together with Daniel Godbout, answered questions.
At 10:15 a.m., Jacquelin Thayer Scott made an opening statement and answered questions.
At 11:00 a.m., the meeting was suspended.
At 11:05 a.m., the meeting resumed.
Sonia Thon made an opening statement and answered questions. Doctor Thon tabled three documents with the Clerk, as follows:
(a) Document entitled Constitutional Responsibility for Post-Secondary EDUCATION, retained as Exhibit No. 6050-2.35/P1 10 "26";
(b) Document entitled Nova Scotia Universities in the Free Trade Era, Prepared by: Nova Scotia Confederation of University Faculty Associations (NSCUFA), January 1989, retained as Exhibit No. 6050-2.35/P1 10 "27"; and
