The Subcommittee on Post-Secondary education met at 9:05 a.m. this day in Room 505, Victoria Building, the Chairman, the Honourable M. Lorne Bonnell, presiding.

Members of the subcommittee present: The Honourable Senators Andreychuk, Bonnell, DeWare, Forest and Lavoie-Roux (5).

In attendance: From the Research Branch of the Library of Parliament: Grant Purves, Research Officer.

Also in attendance: The official reporters of the Senate.

WITNESS:

From the Canadian International Development Agency:

Paul McGinnis, EDUCATION Specialist.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 19, 1996, the subcommittee resumed its consideration of the inquiry on the serious state of Post-Secondary education in Canada (for full text of Order of Reference see Proceedings of the subcommittee dated August 6, 1996, Issue No. 1 ).

Paul McGinnis made an opening statement and answered questions.

Mr. McGinnis tabled a copy of his speaking notes with the Clerk, which were retained as Exhibit No. 6050-2.35/P1 11 "29", as well as a document entitled Service Contracts and Lines of Credit, Fall 1996, which was retained as Exhibit No. 6050-2.35/P1 11 "30".

At 10:18 a.m., the subcommittee adjourned to the call of the Chair.

The Subcommittee on Post-Secondary education met at 9:00 a.m. this day in Room 172-E, Centre Block, the Chairman, the Honourable M. Lorne Bonnell, presiding.

Members of the subcommittee present: The Honourable Senators Andreychuk, Bonnell, Forest, Lavoie-Roux and Losier-Cool (5).

Other senators present: The Honourable Senators Grafstein and Cools (2).

At 10:15 a.m., Jack Buckley and Jim Fox made opening statements and answered questions.

At 11:02 a.m., the Honourable Senator Forest moved that the First Report of the Subcommittee on Agenda and Procedure be adopted.

The question being put on the motion, it was agreed.

At 11:05 a.m., the subcommittee moved in camera.

The Chairman discussed general topics for the interim report.

The Honourable Senator Lavoie-Roux moved that the general topics for the report be circulated for further discussion.

The question being put on the motion, it was agreed.

At 11:10 a.m., the subcommittee adjourned to the call of the Chair.

At 11:05 a.m., the Honourable Senator Andreychuk moved the adoption of the budget of the Subcommittee on Post-Secondary education.

The question being put on the motion, it was agreed.

At 11:07 a.m., Mr. Mercredi, together with Rose McDonald, continued to answer questions.

At 11:15 a.m., the subcommittee adjourned to the call of the Chair.
