The Subcommittee on Transportation Safety of the Standing Senate Committee on Transport and Communications met at 9:40 a.m. this day in Yellowknife, Northwest Territories, the Chairman, the Honourable J. Michael Forrestall, presiding.

Members of the subcommittee present: The Honourable Senators Adams, Bacon, Forrestall, and St. Germain. (4)

In attendance: John Christopher, Research Officer, Research Branch, Library of Parliament; Bruce Carson, Senior Adviser; Keith Miller, Special Adviser on Aviation.

Also in attendance: The official reporters of the Senate.

The subcommittee proceeded to consider the state of transportation safety and security in Canada pursuant to the Order of Reference adopted by the Senate on October 2, 1996 and the resolution of the committee adopted on October 24, 1996.

WITNESSES:

From the Department of Transportation, Government of the Northwest Territories:

The Honourable Jim Antoine, Minister;

Pietro De Bastiani, Executive Assistant to the Minister;

Daniel Auger, Assistant Director, Program Development.

From the City of Yellowknife:

David Lovell, Mayor.

From the Northern Air Transport Association:

Rod Wood, President;

Don Douglas, Executive Director;

Paul Laserich, Director.

From the Northwest Territories Airlines:

Mike Muldoon, Manager, Flight Safety.

From First Air:

Kevin Elke, Chief Pilot.

The witnesses from the Department of Transportation made a statement and answered questions.

The witness from the City of Yellowknife made a statement and answered questions.

The witnesses from the Northern Air Transportation Association made a statement and answered questions.

At 12:29 p.m., the meeting was suspended.

At 2:06 p.m., the meeting resumed.

The witness from the Northwest Territories Airlines made a statement and answered questions.

The witness from First Air made a statement and answered questions.

At 3:23 p.m., the subcommittee adjourned to the call of the Chair.
