The Standing Senate Committee on Aboriginal Peoples met at 5:10 p.m., in camera, this day, in Room 160-S Centre Block, the Chairman, the Honourable Senator Watt, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Austin, P.C., Beaudoin, Chalifoux, Forest, Johnson and Watt (7).

In attendance: From the Library of Parliament: Jill Wherrett; Rosemarie Kuptana, Konrad Sioui and Bernard Funston.

The committee undertook discussion of its future business

Bill C-6, the Mackenzie Valley Resource Management Act

The Honourable Senator Austin made a statement respecting comments made by him during the appearance of the Dogrib Treaty 11 Council before the committee on May 12, 1998 and the interpretation of those remarks in a statement released by the Aboriginal Affairs Group Inc.

The Honourable Senator Forest distributed documents relating to Bill C-6, the Mackenzie Valley Resource Management Act, to members of the committee.

Special Study on Aboriginal Governance

The committee undertook discussion of the proposed work plan of the Special Study on Aboriginal governance. The Coordinator of the special study, Rosemarie Kuptana, the Indian advisor, Konrad Sioui and Bernard Funston presented the work plan to committee members.

The Honourable Senator Johnson tabled comments on the work plan.

It was agreed, -- That the document entitled "Comments and Alternatives on the Workplan" prepared for the Special Study on Aboriginal Governance by Senator Janis Johnson be filed as an exhibit with the clerk of the committee (Exhibit 5900 A1/SS1,9"1").

The committee undertook discussion of the proposed budget for the special study. The budget proposed was as follows:

Professional and other services $ 440,900

Transportation and communications $ 193,500

Other expenditures $ 6,500

Total $ 640,900

After debate, the Honourable Senator Johnson moved -- That the budget for the special study be approved in the following amounts:

Professional and other services $ 395,900

Transportation and communications $ 157,500

Other expenditures $ 6,500

Total $ 559,900

The question being put on the motion it was adopted .

At 7:52 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Aboriginal Peoples met at 10:13 a.m., this day, in Room 160-S Centre Block, the Chairman, the Honourable Senator Watt presiding.

Members of the committee present: The Honourable Senators Adams, Andreychuk, Austin, P.C., Berntson, Chalifoux, Johnson, Pearson, St. Germain, P.C., Taylor, Watt (10).

In attendance: From the Library of Parliament: Jill Wherrett and Mary Hurley.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday March 26, 1998, the committee, at 10:13 a.m., continued its examination of Bill C-6, An Act to provide for an integrated system of land and water mangement in the Mackenzie Valley, to establish certain boards for that purpose and to make consequential amendments to other Acts.

WITNESS:

Will Dunlop, Director, Resources Policy and Transfers Directorate,

The committee undertook debate on Bill C-6.

After debate, the Honourable Senator Austin moved -- That the committee now proceed with clause by clause study of Bill C-6.

The question being put on the motion, it was adopted on division with one abstention.

It was agreed to invite officials from the Department of Indian Affairs and Northern Development to the table to answer questions from committee members.

Mr. Dunlop answered questions from committee members.

After debate, the Honourable Senator Austin moved -- That the committee report Bill C-6 back to the Senate without amendment.

The question being put on the motion, it was adopted on division.

Pursuant to the Order of Reference adopted by the Senate on June 8, 1998, the committee at 11:40 a.m., began its examination of Bill C-39, An Act to amend the Nunavut Act and the Constitution Act, 1867.

WITNESSES:

From the Department of Indian Affairs and Northern Development:

John Merritt, Senior Advisor, Nunavut Secretariat;

Gilles Binda, Senior Policy Advisor, Nunavut Secretariat Nunavut.

Mr. Merritt answered questions from committee members.

After debate, it was agreed to dispense with clause by clause study of the bill.

The Honourable Senator Austin moved -- That Bill C-39 be adopted.

The question being put on the motion, it was adopted.

It was agreed that the committee report the bill back to the Senate without amendment.

At 11:46 a.m., the committee adjourned to the call of the Chair.
